PASS is spearheaded by a community coalition composed of area citizens and utilizes teenagers to serve as peer models for children and youth. The program is an innovative approach to reducing irresponsible behaviors, which currently serve as the norm for adolescent populations. PASS promotes intolerance of drug use and violence in youth.
